The Office of Campus Risk Management is responsible for administering a comprehensive risk management program designed to protect the varied interests of the University, as well as the students, faculty, staff, and visitors.  Campus Risk Management works closely with members of the campus and community to proactively address risk management issues and integrate the principles of risk management into the daily operations of the University. Mark Briggs joined the Division in 2000, coming to the University with extensive experience in the risk management consulting and insurance industries. Mark owned and operated a safety and risk management consultancy full-time for seven years, after having worked in the insurance industry for 11 years.  He is a graduate of the health sciences/safety program at Illinois State University and has earned the professional designations of Associate in Risk Management and Certified Safety Professional. Mark is an active member of several national associations, including the University Risk Management and Insurance Association, the Risk and Insurance Management Society, and the American Society of Safety Engineers.  He currently serves on the board of two of these groups.  He is also serving as a board member for the Eastern Illinois Safety Network. Mark works with the campus community, including administration, faculty, staff, and students, to proactively manage the risks associated with the operation of the University.

Risk Management now has Certificate of Insurance information online. Any vendor or entity the does business with the University is required to have adequate insurance coverage to protect both the vendor and the University in the event of a liability claim.

Mark Briggs is the Campus Risk Manager for the University of Illinois at Urbana-Champaign. He can be reached either through e-mail or by calling 333-4660. The Campus Risk Manager attempts to identify, assess and treat exposures--commonly referred to as loss control. The duties of the Campus Risk Manager include:
  • Assist in approval/packaging of special events on campus (see Policy on Risk Management of Special Events).
  • Serve as Editor of I Watch, published periodically throughout the academic year.
  • Approve certificates of insurance/performance and payment bonds for for new construction, R&R projects and special events. To check for certificates of insurance, click here. To submit a certificate of insurance, click here.
  • Develop processes to identify, assess and treat loss opportunities of all types on campus.
  • Answer general questions regarding safety, security, potential liability, and insurance coverage.
  • Develop/review policies/procedures affecting personal safety and asset protection (see Policy on Computer Security, Policy on Use of In-Line Skates, Roller-Skates and Skateboards.
  • Assist in review/approval of off-campus trips using state-owned transportation per University policies and self-insurance, and guidelines from Central Management Services.
  • Serve as core group member on team to develop/implement risk management strategies for summer camps featuring pre-college age youth.
  • Provide Crime Prevention Through Environmental Design (CPTED) input to project delivery system.
  • Serve as Chair of Campus Lighting Committee, which manages projects to upgrade lighting, new emergency phone installations and modifications in landscaping to enhance safety and security.
  • Lead Risk Management Coordinators Team and serve on committees with safety/security policy implications.
  • Assist in use of crime analysis within the Division of Public Safety.
  • Coordinate assessment of major losses (fire, flood, ice storm) and liaison with necessary local, state and federal entities.
  • Liaison with City officials to design/implement a "Crime-Free Multi-Housing Program" for safer rental property near the University campus.
  • Assist in maintenance of master plan for emergency telephones.
  • Facilitate "systems risk analysis" exercises with campus units.
